Tell dispatch exactly where the car is: the BART lot and which level, the cross street, the store parking lot. On hillside streets in Montclair or the Oakland hills, mention which way the car faces and whether there is room to pull up behind it.
If the car is somewhere unsafe, such as a narrow road with no shoulder or a dark lot, wait somewhere safer and keep your phone on.
